10th District Legislators Introduce Bill to Prevent Breeding and Sale of Sick Pets from Puppy and Kitten Mills

The Legislators of the 10th District, Senator Jim Holzapfel and Assemblymen Dave Wolfe and Greg McGuckin have introduced the “Healthy Puppies and Kittens Assurance Act” which establishes requirements and places strict regulations on pet stores who sell animals from puppy and kitten mill breeders.

“By requiring registration of breeders, providing purchasers with information about their future pet and imposing heavy penalties on violators, individuals and pet shops will be encouraged to purchase their cat or dog from a reputable breeder,” said Senator Holzapfel. “This would eliminate the market for selling cats or dogs from puppy mills with poor and unhealthy conditions.”

Holzapfel Supports Governor’s Call for Constitutional Amendment on Bail Reform

Senator Jim Holzapfel (R-10), a member of the Senate Law and Public Safety Committee, announced his support for Governor Chris Christie’s proposal to modify the right to bail through an amendment to the New Jersey Constitution. Holzapfel, a former county prosecutor, has long supported reforms to prevent violent criminals from having the opportunity to continue preying on the public.

“Anyone who has worked in law enforcement or the courts knows that we have a virtual revolving door for violent offenders who are arrested, charged and released back to the streets where they often commit more crimes before they reach trial,” said Holzapfel. “Governor Christie is 100 percent right that we need to provide judges the discretion to deny bail to those who are most likely to threaten public safety before trial.”

Senator Jim Holzapfel and Assemblymen Dave Wolfe and Greg McGuckin of the 10th Legislative District have introduced multiple pieces of legislation in an effort to restore the Barnegat Bay.

“Throughout the year the Barnegat Bay is enjoyed by local residents and tourists especially during the summer months when the bay sees an increase of boaters and bathers. The pollution in the bay is detrimental to our state’s economic, aesthetic and recreational value. We must preserve the bay to keep it clean for future generations to enjoy,” said Senator Holzapfel.

Senator Jim Holzapfel and Assemblymen Dave Wolfe and Greg McGuckin were officially sworn into office in Trenton on Tuesday, January 10, 2012 as the representatives of the 10th Legislative District.

“I am honored that the people of the 10th Legislative District have chosen me to represent them in the Legislature,” said Senator Holzapfel. “I look forward to the opportunity to do what is in the best interest of our community and the State of New Jersey. Holzapfel Bill Aims to Help Save the Barnegat Bay

Assemblyman Jim Holzapfel of the 10th Legislative District has introduced legislation in an effort to save the Barnegat Bay. The bill known as the “Save Barnegat Bay Act” would establish the “Save Barnegat Bay Fund” to support and help protect, preserve and remediate the Barnegat Bay estuary and its watershed.

The Save Barnegat Bay Fund is a special non-lapsing fund in the Department of Treasury which would be supported through four separate monetary collections. Donations would come from a portion of the sales tax on lawn fertilizer, the creation of the Save Barnegat Bay license plate, donations from the renewal of a boating license and $1 from each beach badge fee collected anywhere in the State will be donated to the fund.

Senator Andy Ciesla and Assemblymen Jim Holzapfel and Dave Wolfe of the 10th Legislative District presented the 11th Annual Excellence in Education Award during a ceremony at the Island Heights Grade School in Island Heights to third grade teacher Lori Romano.

10th District Legislators Co-Sponsor Bill to Reduce Fertilization Pollution in New Jersey Waterways

Senator Andy Ciesla and Assemblyman Dave Wolfe and Jim Holzapfel are co-sponsoring legislation which establishes standards for the application of certain fertilizers, provides for certification of professional fertilizer applicators and regulates sale and labeling of certain fertilizers. 

The bill is aimed at reducing the pollution of the state’s water resources by establishing standards for the application of fertilizer to turf.  The goal of this legislation is to ultimately decrease the amount of pollutants entering New Jersey waterways particularly in the Barnegat Bay.

Ciesla, Wolfe & Holzapfel: Christie Restores PAAD Funding without Tax Hikes, Gimmicks

State Sen. Andy Ciesla and Assemblymen Dave Wolfe and James Holzapfel, all R-Ocean and Monmouth, issued the following statement regarding the announcement today from the Christie administration that Governor Christie is going to restore funding for the PAAD and Senior Gold prescription drug assistance programs in the Fiscal Year 2011 budget as a result of increases in rebate collections from drug manufacturers, higher utilization of generic drugs, expanded eligibility for enrollment in Medicare Part D’s Low Income Subsidy program and manufacturer discounts in Medicare part D “donut hole”:

“For those who claim Governor Christie is making senior citizens bear more than their share of sacrifice, this announcement today proves quite the contrary,” said Ciesla. “All the Democrats have offered are more tax increases which will further damage our economy and job creation. Governor Christie, on the other hand, is restoring funding to programs for seniors in need through responsible, viable means that does not increase the State budget one cent.”

Ciesla, Wolfe & Holzapfel Call on Federal Government to Award Ocean County Disaster Aid

Senator Andy Ciesla and Assemblymen Dave Wolfe and Jim Holzapfel (all R-10) were dismayed to learn that residents of Ocean County do not qualify for federal assistance to relieve any damages obtained during the March 12, 2010 storm that severely hit the coastal areas of New Jersey.

FEMA announced that federal disaster aid has been made available to the State of New Jersey to supplement state and local recovery efforts in the areas affected by the severe storms and flooding.
